The schedute of prevail.ing wages rates for the locatity or locatities of the Work is determined by the lndustriaI Statistician of the Department of Labor and lndustries. lt is the Contractor's responsibitity to verify the appticabte prevaiting wage rate. lt is understood that the Contractor is responsibte for obtaining and compl.eting atl required government forms and submitting same to the proper authorities. Disputes regarding prevaiting wage rates shat[ be referred for arbitration to the Director of the Department of Labor and lndustries. The arbitration decision shatt be finaL and conclusive and binding on atl parties invotved in the dispute as provided for by RCW 39.12.060. 32. Debarment Certification : The Contractor certifies that it: 32.1 ls not presentty debarred, suspended, proposed for debarment, dectared inetigibte or voluntarily exctuded from covered transactions by any FederaI department or agency. 32.2 Has not within a three-year period preceding the execution of this contract with Kittitas County, been convicted of or had a civil judgment rendered against them for commission of fraud or a criminaI offense in connection with obtaining, attempting to obtain, or performing a pubtic or private agreement or transaction, viotation of FederaI or State antitrust statutes or commission of embezztement, theft, forgery, bribery, fatsification or destruction of records, making fatse statements, tax evasion, receiving stoten property, making fatse ctaims, or obstruction of justice.
