SUPPLEMENTAL ACCESS VARIANCE REQUEST <br />Cross Valley Training Property <br />Parcel No.: 880833 <br />Location: 24661 Vantage Highway, Ellensburg, WA 98926 <br />Date: 02/20/2026 <br />Purpose of Supplemental Submission <br />This supplemental report is submitted in response to Kittitas County Public Works' request for <br />additional documentation supporting the proposed second access to the Cross Valley Training <br />property. <br />The applicant is requesting approval of a new commercial access location while maintaining the <br />existing residential access in a restricted capacity. <br />Background <br />The property currently utilizes a residential access that crosses Washington Department of Fish <br />and Wildlife (WDFW) land. <br />In January 2026, Cultural Resources Consulting conducted an archaeological field assessment of <br />the WDFW access corridor (DAHP Case No. 2026-01-00617). The survey identified cultural <br />materials within the existing roadway corridor, including precontact lithic artifacts and a <br />grinding stone (CRC-2 multicomponent site). While characterized as sparse and disturbed, the <br />presence of these materials confirms cultural sensitivity within that alignment. <br />These findings prompted reevaluation of long-term access configuration to avoid further <br />disturbance within the identified cultural area. <br />Cultural Resources Survey — Cross Valley Training Property <br />A separate cultural resources survey was completed for the Cross Valley Training property, <br />including the proposed new access location and associated Area of Impact. <br />The survey did not identify cultural resources within the proposed access footprint requiring <br />mitigation. No additional archaeological testing or mitigation was recommended for the new <br />alignment. The existing identified site on the property is to remain undisturbed, and the proposed <br />access location avoids that area. <br />Based on the professional findings of the consulting archaeologist, the proposed access location <br />does not introduce new cultural resource impacts. <br />From Cross Valley Cultural Resource Survey. <br />Cross Valley Training <br />
