The current access on WDFW property will remain in use for WDFW <br />purposes. <br />History: Parcels 880833, 890833, and 840833 are located at 24661 Vantage Highway in <br />Ellensburg, WA. The applicant completed a Pre -Application Meeting (PM-23-00015) in 2023. In <br />2024, the applicant obtained approval of a Conditional Use Permit (CU-24-00001), a SEPA <br />determination (5E-24-00011), and a Demolition Permit (BP-24-00184) in 2024 to remove a <br />manufactured home on the property. Most recently, a Commercial Access Permit (AC-25-00073) <br />was issued in September 2025. The Commercial Access Permit was issued for the current access <br />location, to construct it to current commercial standards. <br />Location: Parcel 880833, 890833, and 840833 are located at 24661 Vantage Hwy in Ellensburg, <br />WA. They are located in Township 17N, Range 21E, Section 8. <br />II. POLICY AND REGULATORY REQUIREMENTS IN RELATION TO REQUEST <br />The proposal for a variance is to waive the 2024 Kittitas County Road Standards, Section <br />12.04.070.050, Access Placement Standards, specifically: <br />• Section #7: No more than one access shall be granted to an individual parcel or <br />continuous parcels under the same ownership. <br />III. SUGGESTED FINDING OF FACTS <br />This matter having come before the Road Variance Committee upon the above referenced Road <br />Variance Application submitted by Pete Ross, owner of Parcels 880833, 890833, and 840833, <br />the Road Variance Committee makes the following Findings of Facts, Conclusions of Law and <br />Decision related to the above referenced matter: <br />1. The Road Variance Committee finds that Pete Ross — Cross Valley Training, owner of parcels <br />880833, 890833, and 840833, located at 24661 Vantage Hwy, Ellensburg, WA submitted a <br />road variance application on February 18, 2026. <br />2. The subject property is located at 24661 Vantage Hwy, Ellensburg WA. <br />3. The Committee finds that the Applicant is asking for a variance to the 2024 Kittitas County <br />Road Standards, Section 12.04.070.050, Access Placement Standards, specifically: <br />• Section #7: No more than one access shall be granted to an individual parcel or <br />continuous parcels under the same ownership. <br />4. The Committee finds that Pete Ross proposes installing a gate at the residential access <br />location and restricting use to emergency vehicles only.
