BACKGROUND: This topic was discussed at the January 15 study session. Following
presentation of the available options, the Board requested additional information.
Of the three options previously presented, the alternative that Finance and Public Works
feel provides the greatest flexibility with the least operational disruption is to reduce the
Parks subsidy from $1,750,000 to $750,000. This level of funding would allow the
department to fulfill its adopted work plan without committing funds beyond what is
anticipated to be expended, a small margin is included in that figure.
The remaining estimated $1,000,000 would be held in reserve until the close of the 2026
budget year. At that time, the Road Fund would be evaluated to determine whether a
deficit or surplus exists. The Board would then have the opportunity to allocate the
reserved funds to offset any identified deficit, if necessary.
Any remaining balance from the BEET II collection following this determination would
be transferred to the Facility Replacement Fund (formerly the New Courthouse Fund),
which currently has a balance of approximately $2,000,000. This continues the process
in earnest of working towards replacing outdated facilities.
ADDITIONAL ANALYSIS:
County Road Fund Balance
(Less Franchise Reserve)
$12MM
$30MM
$8MM
$6MM
$4MM
$2MM
$OMM
2020 2021 2022 2023 2024
The graphic to the left
illustrates the County Road
Fund balance over the past
four years. The lighter blue
line reflects what the fund
balance would have been
without the prior BEET II
subsidies (100% in 2023
and 2024, and 50% in
2025).
Typical annual Road Fund expenditures range between $16 million and $20 million. The
current fund balance represents slightly more than seven months of average expenditure
if revenues were to cease (Burn Rate).
$22 MM
$20 MM
t
$18 MM
$16 MM
$14 MM
2022 2023 2024 2025 2026
Auditor "Study Session Staff Report", 02/19/2026
The graphic to the left
compares the funds expense
and revenue — actuals for
2022-2024 and budgeted
numbers for 2025-2026
