KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: February 9, 2026 <br />TOPIC: Road Improvement District <br />ACTION REQUESTED: Information only <br />LEAD STAFF: <br />Josh Fredrickson <br />RECOMMENDATION: <br />Informational briefing — no action required by the Board <br />BRIEFING SUMMARY: <br />• Addition of roads to the County Road system are identified in Kittitas County <br />Code 12.01 <br />• To be brought on -system, the Road is to be constructed to County standard <br />• Options to fund road improvements include directly on the development or <br />through a Road Improvement District (RID) <br />• RID statutes (RCW 36.88) provide for improvements paid for by an assessment <br />on the lots, tracts or parcels specially benefited by the improvement <br />• Residents of Timber Mountain Loop have met with Public Works regarding the <br />condition of South Cie Elum Ridge Road, a private road <br />BACKGROUND: <br />Roadways within the County which have been adopted by the Board of County <br />Commissioners and dedicated for use by the public are maintained as on -system <br />roadways. Kittitas County Code identifies to bring a road on -system requires the road to <br />current standard (KCC 12.01.100). Public Works was contacted by residents of South <br />Cie Elum Ridge Road inquiring about the road condition and the process to bring the <br />road onto the County Road system. Currently South Cie Elum Ridge Road is under <br />Forest Service jurisdiction and is identified as FS3350 Road. The current condition of <br />South Cie Elum Ridge Road does not meet County Road standard for a County Road and <br />would require reconstruction. <br />Funding for road reconstruction would be the responsibility of the property owners. <br />Another option is to create a Road Improvement District (RID). RCW 36.88 authorizes <br />establishment of RID for improvement of County roads or private roads which will <br />become county maintained. <br />
