KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: February 9, 2026 <br />TOPIC: Kittitas County CWU Technology Transfer Center <br />Feasibility Project Update <br />ACTION REQUESTED: Direct staff to prepare enabling documents to accept the <br />Technology Transfer Center Feasibility Study and to <br />work with the Conference of Governments on the next <br />project phases. <br />LEAD STAFF: <br />Joshua Fredrickson <br />RECOMMENDATION: <br />Direct staff to prepare enabling documents accepting the Technology Transfer Center <br />Feasibility Study and direct staff to work with the Conference of Governments on the <br />next project phases. <br />BRIEFING SUMMARY: <br />• Kittitas County was awarded funding for a planning grant from the Washington <br />State Community Economic Revitalization Board (CERB). <br />• The purpose of the grant is to explore the feasibility of developing a Technology <br />Transfer Center, repurposing the Old Heat building. <br />• The final draft of the study has been completed. <br />• The Conference of Government is positioned to support the next phases of the <br />project. <br />BACKGROUND: <br />The Washington State Community Economic Revitalization Board (CERB) selected <br />Kittitas County to receive planning grant funding. This grant funding supported the <br />development of the Kittitas County CWU Technology Transfer Center Feasibility Study. <br />A consultant was selected, and a draft study has been prepared. The development of the <br />study included a project kickoff meeting, stakeholder meetings, and coordination with <br />CWU. This feasibility study is a partnership with Central Washington University (CWU). <br />The purpose of the study is to gauge the feasibility of using the Old Heat building as a <br />catalyst to attract industries that will make a long-term difference for the region. <br />Page 1 of 2 <br />Public Works "Work Session Staff Report", 2026 <br />
