Kittitas County Courthouse Energy Audit AKANA <br />3.3 ELECTRICAL SYSTEMS <br />3.3.1 Electrical Service and Equipment <br />The courthouse electrical service meter and transformer are at the southwest corner of the <br />building. The electrical service is 208Y/120V three-phase 600A. The electrical service equipment <br />is mostly original to the 1954 construction. <br />The mechanical penthouse and associated rooftop mechanical equipment serving the courthouse <br />is powered by the detention center electrical service. The courthouse electrical service is 208V, <br />which is unsuitable for powering the 480V HVAC loads. The courthouse electrical supply is <br />undersized for the current electrical demand, which has increased dramatically since the original <br />construction, leading to the connection of multiple courthouse AHUs to the detention center's <br />electrical utility supply. As a result, the electrical usage for the courthouse is lower than <br />expected, because it does not include most of the mechanical HVAC load. <br />Considering the age and condition of the electrical service equipment, it is strongly <br />recommended that a thermographic survey be performed on the electrical connections and <br />conductors to identify possible overheating. Degradation of electrical connections wastes energy <br />as heat, reduces the efficiency of the electrical system, and can lead to equipment failure and <br />electrical hazards and potential fire. Excessive heat losses may indicate that electrical equipment <br />is past its service life and requires replacement. <br />3.3.2 Backup Power Generation <br />The courthouse building electrical system does not include backup power generation. Some of <br />the rooftop HVAC equipment is powered from the detention center electrical service (see Section <br />3.3.1), which is connected to a standby generator. <br />3.3.3 Lighting and Controls <br />Interior light fixtures consist primarily of fixtures that utilize 2-foot and 4-foot fluorescent bulbs <br />(see Figure 3-9). Most of the light fixtures in common areas are original to the building <br />construction. Some of the fixtures in the shop/maintenance area have been switched to LED (see <br />Figure 3-10). Single Edison -base bulbs have been replaced with LED types. LED strip lights have <br />been installed in a basement office area (see Figure 3-11). The courtrooms have articulated CFL <br />recessed -ceiling cans (see Figure 3-12). <br />Lights in common areas are manually switched. About half of the small offices (mostly those that <br />are single -occupant) have in -wall single -device -type occupancy -sensing lighting controls.
