Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br /> <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: January 6, 2026 <br /> <br />ACTION REQUESTED: Request to set a public hearing for February 3, 2026 at 2:00 pm for the Board of <br />County Commissioners to consider the Suncadia Development Agreement <br />Amendment (DA-25-00001). <br /> <br /> <br />BACKGROUND: Mark Thorne, authorized agent for Suncadia Resort, LLC, landowner, submitted <br />an application for a 15 year development agreement extension for The Suncadia <br />Master Planned Resort. The proposed development was initially approved under <br />Ordinance 2000-16 on October 10, 2000. <br /> <br />In conformance with the Development Agreement procedures the applicant has <br />provided a summary of the project with a request to set an actual project deadline <br />date of 45 years all due to the ongoing processes, that are out of the applicants <br />control, in obtaining and meeting conditions placed upon this project along with <br />fluctuations in the financial markets. Kittitas County Community Development <br />Staff requests that the Board of County Commissioners set a public hearing for <br />February 3, 2026 at 2:00 pm to hear public testimony and consider the Suncadia <br />Development Agreement Amendment. <br /> <br />INTERACTION: Community Development Services, County Prosecutor and Board of County <br />Commissioners <br /> <br />RECOMMENDATION: Approve request to set a public hearing for February 3, 2026 at 2:00 pm for <br />BOCC consideration of the Suncadia Development Agreement Amendment. <br /> <br />ATTACHMENTS: N/A <br /> <br />LEAD STAFF: Jamey Ayling, Planning Manager
