Page 1 of 2 <br />Information Technology “Study Session Staff Report”, 6/23/2025 <br />KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />STAFF REPORT FOR <br />STUDY SESSION <br /> <br />Information Technology Department <br /> <br />STUDY SESSION DATE: 6/23/2025 <br /> <br />TOPIC: Request to Approve Tiered Application Developer Positions I, II, and III <br /> <br />ACTION REQUESTED: ☒ Approve the classification of a new position <br /> ☒ Approve the reclassification of a current position <br /> <br />LEAD STAFF: <br />Zane Kinney <br /> <br />RECOMMENDATION: <br />Approve the creation of a tiered Application Developer structure by reclassifying the <br />current Application Developer to an Application Developer I and creating the positions of <br />Application Developer II and III. <br /> <br />BRIEFING SUMMARY: <br />• IT seeks to implement the same tiered position structure within the Business <br />Application Services division that has already been established in the <br />Infrastructure division. <br />• This request does not involve any changes that would impact the 2025 budget. <br />• IT believes that adopting this structure supports the County’s goals of retaining <br />experienced employees by creating professional development opportunities. It <br />also promotes parity between divisions within the department and enhances our <br />ability to recruit qualified and experienced candidates in the event of future <br />vacancies. <br /> <br />BACKGROUND: <br />IT created the tiered positions for the Network and System Administrator positions in <br />2023. It has always been our intention of duplicating this structure for the Application <br />Developer position as well. This would be permanent change to our department staffing. <br /> <br />DISCUSSION: <br />• These positions would exist solely within the IT department and would be non- <br />union. <br />• Retaining application developers with deep knowledge of our systems and the <br />unique business processes of our organization benefits all departments and <br />offices. <br />• While this request will result in the creation of vacant positions, IT does not <br />intend to increase staffing levels by hiring additional employees. Instead, the goal <br />is to provide opportunities for internal promotion. In the event of staff turnover,
