WASHINGTON STATE 2026 AVIATION LEGISLATION <br />Joshua Fredrickson briefed the Board of County Commissioners on new <br />legislation that the Washington Airport Management Association has <br />communicated. Joshua Fredrickson stated there had been no <br />information received as to the impact at Bowers Field Airport and <br />asked the Board of County Commissioners if there were any questions <br />regarding the new legislation. <br />Chairman Cory Wright requested additional review, coordination with <br />state representatives and follow-up information on potential impacts. <br />Joshua Fredrickson will gather additional information and provide <br />findings to the Board of County Commissioners. <br />COMMERCIAL PROPERTY ASSESSED CLEAN ENERGY AND RESILIENCY (C-PACER) <br />PROGRAM <br />Joshua Fredrickson briefed the Board of County Commissioners on C- <br />PACER, a program intended as a financing tool for long-term funding <br />of commercial improvements including energy efficiency, renewable <br />energy, conservation, etc. Joshua Fredrickson briefed the Board of <br />County Commissioners that there was an inquiry from an individual <br />entity who reached out requesting that the County consider the <br />program for future projects. <br />Joshua Fredrickson requested direction from the Board of County <br />Commissioners if Public Works should continue to move forward with <br />obtaining further information on the C-PACER program as well as <br />preparing the enabling documents to create the program. <br />Chairman Cory Wright inquired if the County is responsible for the <br />property tax. Joshua Fredrickson indicated the County does not <br />collect or distribute payments. <br />Chairman Cory Wright'asked a question of Chad Bala, Community <br />Development Services regarding County roles. <br />Chad Bala, Community Development Services briefed the Board of County <br />Commissioners on further information regarding the C-PACER program. <br />Joshua Fredrickson stated that this is an opt -in option, it is not a <br />requirement and that it provides an opportunity for private investors <br />to seek additional funding through private capital for their <br />developments. <br />The Board of County Commissioners directed Joshua Fredrickson and <br />Chad Bala to collaborate and conduct further research to be presented <br />to the Board of County Commissioners at a future date. <br />2026-01-26 MINUTES <br />
