Local Sales and Use Tax revenues collected from aviation fuel sales at airports are <br />directed to general City or County funds. It is anticipated that Legislation will be <br />proposed to change this, requiring the Department of Revenue and Department of <br />Treasurer to remit these funds directly to the airports. <br />House Bill 1730 or Senate Bill 5898 directs State Hazardous Substance Tax (HST), <br />Petroleum Product Tax (PPT) and Oil Spill Administrative Fee to the WSDOT <br />Aeronautics Account. This legislation is being proposed to bring state taxes in <br />compliance with the FAA grant assurances. <br />House Bill 1083 or Senate Bill 5989 directs portions of State Retail and Use Tax to the <br />WSDOT Aeronautics Account. Based on previous years it is estimated that this would <br />double the WSDOT Aeronautics Budget. <br />Legislation is also anticipated to propose amending Senate Bill 5801. The proposed <br />legislation is intended to reduce the impact of the recently enacted 10% aircraft luxury <br />tax to commercial operations in the State. <br />FISCAL IMPACT: <br />Fuel tax revenue changes directed to Bowers Field are not yet known. <br />ATTACHMENTS: <br />Exhibit 1: Aviation State Fuel Tax from WAMA <br />Exhibit 2: House Bill 1730 <br />Exhibit 3: Senate Bill 5898 <br />Exhibit 4: House Bill 1083 <br />Exhibit 5: Senate Bill 5989 <br />
