ll. Project Overview <br />1. Proiect Description: Provide a detailed description of the infrastructure pro1ect, including its <br />purpose, scope, location, and anticipated economic development impact' Explain how the <br />project aligns with the Kittitas County Economic Development Strategic Plan (KCEDSP). lnclude <br />visuals, plans, or supporting materials if available. <br />The Railroad Street Rehabilitation and Truck Route project in Cle Elum, WA is criticalto preserve <br />the recently completed $tS million downtown revitalization investment. This project will <br />include a full depth reclamation of the existing roadway section. The roadway rebuild will span <br />from pennsylvania Avenue to Peoh Avenue, including a section of Peoh Avenue from Railroad to <br />First Street. lmprovements will also include storm drainage improvements, new sidewalk with <br />ADA curb ramps, new curb and gutter, and pavement markings. Establishing a truck route on <br />Railroad Street will help preserve the newly completed work on the First Street Downtown <br />Revitalization project. Rehabilitating the roadway is necessary as the existing condition of the <br />roadway cannot withstand heavy freight vehicles. <br />The downtown area is currently experiencing rapid economic growth, spurred initially by the <br />ongoing First Street Downtown Revitalization project. There are redevelopment and infill <br />opportunities within the downtown commercial area, as well as potential population growth of <br />the greater Cle Elum area due to two major development agreements. As the area continues to <br />grow, the more traffic along the major east-west route will continue to grow. As portions of First <br />Street serve as 5R 903, a relatively large percentage of the existing and forecasted vehicular <br />traffic movements on First Street are heavy vehicles. Establishing Railroad Street as a dedicated <br />truck route would reduce commercial traffic demand along the First Street corridor and help <br />preserve the newly completed streetscape work. <br />Cle Elum is designating major east-west routes through the city into separate modals with the <br />overall goal to reduce conflicts: freight will be channeled through the Railroad Street corridol <br />while passenger and public transit vehicles will be accommodated in the First Street corridor, as <br />well as pedestrians on the wide sidewalks with amenity zone buffers. To the north one block, <br />active transportation modes will be planned and accommodated in the Second Street corridor. <br />The City has already made significant progress in this goal by recently securing 51.5 million in <br />Congressionally Directed Spending funding for the Railroad Street Rehabilitation and Truck <br />Route project. With the Congressionally Directed Spending being a federal grant, a local match <br />is required. Work items will include producing design plans for rehabilitation of the roadway, <br />bidding and securing a construction contractor, and construction of the rehabilitation project. <br />Design plans are anticipated to be completed in 2026 with construction slated for spring2o27 -
