ll. Project Overview <br />1. Project Description: Provide a detailed description of the infrastructure project, including its <br />purpose, scope, location, and anticipated economic development impact. Explain how the <br />project aligns with the Kittitas County Economic Development Strategic Plan (KCEDSP). lnclude <br />visuals, plans, or supporting materials if available. <br />The First Street and Oakes Avenue Resurfacing project will include a 2" profile grind and overlay <br />of First Street from Oakes Avenue to Peoh Avenue and Oakes Avenue from First Street to <br />Second Street. Resurfacing will include the full pavement limits. There will be no sidewalk, curb <br />ramp, signage, illumination, underground utilities, site amenities, or landscape improvements as <br />all of this work has been completed through the First Street Downtown Revitalization project. <br />Other work includes installation of pavement markings following the resurfacing improvements. <br />ln 2077 , the City of Cle Elum initiated a Downtown Revitalization effort to enhance the <br />appearance of First Street, increase economic growth and vitality, and create a safe walkable <br />streetscape. Eight years and 25 funding sources later, the full First Street Downtown <br />Revitalization project has been completed as of summer 2A25. With the streetscape and all <br />underground utilities including stormwater improvements completed, attention has now been <br />turned to the roadway conditions. <br />First Street and Oakes Avenue are both part of State Route 903 which offers regional <br />connections to Suncadia, Roslyn, Ronald, South Cle Elum, and Cle Elum. First Street is also <br />known as Cle Elum's "Main Street" and connects residential areas, businesses, and essential <br />services. Both roads have been resurfaced and maintained by WSDOT in the past, but do not <br />currently have a programmed date for the next planned paver project. ln reviewing the WSDOT <br />Community Planning Poftal, pavement conditions vary from good to very poor. Roadway <br />conditions have also been affected by the new streetscape and utility improvements. All <br />throughout the corridor there are patches from utility improvements and bulbout installations, <br />leading to a disjointed pavement section. Additionally, longitudinal and lateral surface cracking <br />continues to develop. As this is a main state route, high traffic volumes continue to deteriorate <br />these two roadways. <br />The City has aggressively pursued and secured design and construction funding for the First <br />Street and Oakes Avenue Resurfacing project, butthe federal grant requires a 13.5% local <br />match. With WSDOT not planning on resurfacing this corridor within their 10-year program, <br />they are in full support of the City delivering the roadway preservation project, Work items will <br />include producing design plans for resurfacing the roadway, WSDOT review of proposed work, <br />bidding and securing a construction contractor, and constructing the resurfacing project. Design <br />plans are anticipated to be completed in 2025 with construction slated for spring 2025.
