project specific rezone is consistent with Kittitas County Code 158.03 Amendments to Comprehensive <br />Plan. <br />Prior to considering the rezone application, The Board of County Commissioners opened the <br />SEPA appeal and public hearings on December th, 2024, and continued the SEPA appeal and <br />public hearing to December 17'&,2024, and denied the SEPA appeal by a 3-0 vote, finding that: <br />I. The rezone of Forest & Range is consistent with the cuffent land use designation Rural <br />Working. <br />III. The Rural Working land use designation allows the Forest Range Zoningdistrict. <br />III. By rezoning this parcel to Forest & Range is not creating inconsistencies or a spot <br />rezone as the land use desigrration allows for Forest and Range zoning to occur. <br />IV. This parcel is not prime agricultural ground nor is irrigated and is range ground. <br />V. As part of the compliance effort, in 2013 Forest & Range and those permitted uses were <br />reviewed and approved creating consistency between Rural Working land use <br />designations and zoning districts. <br />The Board of County Commissioners held a public hearing on December 17h,2024, to consider <br />Docket ltem 2024-13 rezone amendment and approved the request as presented by a 3-0 vote, <br />finding that: <br />I. The Planning Commission recommended approval to the Board of County <br />Commissioners with a vote of 4-1. <br />il. No public testimony was received for this proposal. <br />III. Written testimony for this proposal was received. <br />IV. The change meets the Growth Management Act and the objectives of the <br />Comprehensive Plan. <br />The Board of County Commissioners at the November 4,2025 regular meeting vacated Docket <br />Item2024-013 as ordered by the Washington State Superior Court, Case No. 25-2-00206-39. <br />Amended 2024 Docket Enabling Ordinance <br />Page 9 <br />November 4,2025
