Whereas, <br />Whereas, <br />Whereas, <br />Whereas, <br />Whereas, <br />At the public hearing on November 6, 2024, and after deliberation, the Board of <br />County Commissioners voted 3-0 to approve Docket ltems 2024-01 through <br />2024-06 and2024-08 through 2024-10, withdrawing Docket # 2024-07; and <br />After due notice the Kittitas County Board of County Commissioners held an <br />open public meeting on November 25'tr,2024, regarding Docket Items 2024-08 <br />for clarification, and 2024-ll through 2024-13;and <br />After due notice and publication on official website and in the Daily Record on <br />November l41fi, 2024 and December 5ft, 2024, the Kittitas County Board of <br />County Commissioners held the SEPA appeal hearing on Docket ltems 2024-13, <br />public hearings on2024-17, and2024-12, and reconsidered Docket ltem2024-08 <br />on December 96,2024; and <br />Due public notice was issued to all parties of record; and <br />The Kittitas County Board of County Commissioners continued the SEPA appeal <br />& public hearing on Docket Item 2024-13 to December 17h,20241' and <br />Whereas,Following the decisions on the docket items on December 17le,2024 the Kittitas <br />County Board of Commissioners instructed County staff to prepaxe an ordinance <br />for their signature to adopt changes to the Kittitas County Code and <br />Comprehensive Plan; and <br />Whereas,The Kittitas County Board of County Commissioners considered enabling <br />documents before the public on January 7h,2025. <br />Whereas,Ellensburg Cement Products Inc. filed a LUPA appeal with the State of <br />Washington Superior Court on ltem2024-73 on March 18,2025. <br />Whereas,Washington State Superior Court, on June 28,2025 vacated the SEPA MDNS <br />and remanded Docket ltem 2024-13 in Ord 2025-001 to Kittitas County for <br />further review and processing. <br />SECTION II-BOARD OF COUNTY COMMISSIONERS FINDINGS <br />General Findinqs: <br />The Kittitas County Board of County Commissioners held a public hearing on November 6,2024, <br />and December 9ft, 2024, and December l7'&, 2024, to hear testimony and accept written <br />comments regarding proposed amendments to the Kittitas County Code and Comprehensive Plan. <br />All members of the public who wanted to testiff were allowed to speak or submit written <br />correspondence into the record. <br />The docketed items discussed during the Board of County Commissioners public hearing <br />included: <br />Amended 2024 Docket Enabling Ordinance <br />Page 4 <br />November 412025
