Proiect Understanding & Approach <br />Kittitas County (County) is seeking architectural and engineering services to conduct a needs <br />analysis and feasibility study for locating a new safety and health facility on Kittitas County Airport <br />Property. This facility would enable the Kittitas County Coroner's Office (Coroner's Office) and <br />Public Health Department (Public Health Department) to be moved to one location in partnershlp <br />with Kittitas Valley Fire & Rescue (KVFR). With 1301.03 acres of county land on the airport prop- <br />erty, it is sensible to construct a new facility on land that does not require further purchase. <br />The County is experiencing growth, particularly to the north, prompting the development of a <br />2O-year comprehensive plan. The 2021 Kittitas County Comprehensive Plan states that, "Kittitas <br />County addresses challenges of future growth in a direct manner. Coordinated planning and <br />suitable density patterns ensure that rural areas, natural areas, and working lands are sustained <br />for the benefit of current and future generations." The Ciiy of Ellensburg is the County seat and <br />as such fosters the future planning of the County to support the growing populations with critical <br />services such as fire response, public health services, coroner services, water, wastewater, and <br />public works. <br />Currently co-located within the approximately 100-year-old Morris Sorenson Building at 507 N <br />Nanum Street, Ellensburg, WA, the Coroner's Office and Public Health Department have <br />outgrown their facilities. The Coroner's Office relies on both local funeral homes for morgue <br />related services to support Coroner's Office duties. The Public Health Department currently serves <br />the public from limited space and with limited amenities. Due to the population growth, KVFR <br />needs to develop an additional station. To efficiently perform the duties of the Coroner's Office, <br />Public Health Department, and KVFR, a new, modern facility is required. <br />The interconnected relationship between the duties of the Public Health Department and <br />Coroner's Office are providing data sources such as: <br />. lssuing death certificates to track mortality rates <br />. ldentifying specific types of deaths to irack emerging trends in infectious diseases, drug over- <br />doses, fire-arm related deaths and other potential public health concerns <br />.
