September 25,2025
Patti Stacey
Facilities and Waste Operations Director
925 Lrdustrial Way
Ellensburg, WA 98926
RE: New Regional Search & Rescue / EOC Facility
Kittitas County Search & Rescue
Cle Elum, Washington
Patti,
I have reviewed the Bid Proposal submitted by Belsaas & Smith on September 18,2025. They are apparent low resPonsive
bidder with their submitted bid of $2,955,300. After review, I find their submitted bid documentation to be aligned with
the bidding requirements, which includes the following:
Total Bid Price completed
Acknowledgement of Addenda 1 through 3
Bid Form completed and signed
Subcontractor Listing Form completed
Bid Guaranty Bond provided
Bryd Anti-Lobbyng Amendment completed and signed
[r addition, I called and talked with Bryan Nelson, Secretary/Treasurer, at Belsaas & Smith earlier today. He confirmed
that they are fuIly confident in their submitted bid amount. BORArdritecture has experience working on projects with
Belsaas & Smith in the past and found them to be a successful and responsible contractor.
Based on availability of project funding, I recommend that Belsaas & Smith be awarded the contract for this project.
Best regards,
yttc
Allen G.
251.6
EOfr4rcrtiAcfun/k l7z0N.lLilrrtvenue,Suiteo, lakiw*wrt ftlLz O|il4t+-rzlt v'tr,ouz.bora.rch.corn
