Box 42525 Olympia, WA 98504-2525 Subject: Request for Financial Independent Feasibility Review for Proposed Public Facilities District in Kittitas CountY To Whom It May Concern: The Kittitas County Board of County Commissioners is writing to formally request, pursuant to RCW 36.100.025, that the Washington State Department of Commerce conduct an independent financial feasibility review for the proposed formation of a new Public Facilities District (PFD) in Kittitas County. The purpose of this request is to ensure that the proposed PFD is evaluated through an objective, data-driven analysis that considers economic viability, long-term financial sustainability, potential project scope, governance implications, and community benefit. As required by statute, ittir itra"p"ndent review will assist local decision-makers and the public in determining whether the formation of a PFD is in the best interest of the County and its residents. The PFD under consideration is proposed to have a boundary matching the extents of Kittitas County and would include all unincorporated and incorporated areas. Currently the types of projects under consideration are focused on community recreation facilities. Please confirm receipt of this request and advise on any additional materials or procedural steps necessary to initiate the feasibility review.
