12/15/2025 MINUTES 2 <br />Fee. Ms. Loeffers provided a brief summary of the timeline, cost, <br />and process, noting that the appellant has withdrawn their appeal. <br />She explained that no additional fees are being charged and that <br />current expenses exceed the fee received. Ms. Loeffers expressed <br />concern about setting a precedent, stating that a refund could have <br />long-term implications and may create challenges for the County in <br />defending future decisions and explaining the rationale behind them. <br /> <br />Vice-Chairman Wright stated that he fully understands and supports <br />Staff’s position and agreed that their reasoning is sound. He noted <br />that this situation represents a good-faith effort with extenuating <br />circumstances and stated that he believes the decision could be <br />explained and justified moving forward. <br /> <br />Commissioner Wachsmith asked whether a partial refund had been <br />considered. <br /> <br />Ms. Loeffers requested that it is important for any refund to be <br />accompanied by a clearly articulated explanation, noting her concern <br />that the appellant does not fully understand the appeal process and <br />the reasons for why the County is doing this. She stated that a <br />detailed explanation would help protect the County. <br /> <br />The Board directed Ms. Loeffers to submit a request for legal review <br />and to return with the appropriate documentation once that process <br />is complete for formal Board action. The Board noted that the <br />funding source for any refund would be Admissions Tax. <br /> <br />APPOINTMENT AAC – JASON BERTHON-KOCH COMMISSIONERS <br /> <br />Commissioner Wachsmith moved to approve and appoint Jason Berthon- <br />Koch to the Kittitas County Airport Advisory Committee (AAC) for a <br />three-year term, effective immediately and to end 12/31/2026 <br />(completing a former member's term). Vice-Chairman Wright seconded. <br />Motion carried 2-0. <br /> <br />UPDATE WHITE BOARD COMMISSIONERS <br /> <br />The Board reviewed their current whiteboard topics and provided <br />status updates. <br /> <br />DISCUSSION COUNTY FACEBOOK COMMISSIONERS <br /> <br />The Board determined that for the week of December 15, 2025, they <br />would post the following on their Facebook page: Holiday Closures <br />for next week; Bullfrog Road Updates, and the Proclamation for Cle <br />Elum-Roslyn High School Girls Soccer Day in Kittitas County. <br /> <br />UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS <br />
