KITTITAS COUNTY <br /> DEPARTMENT OF PUBLIC WORKS <br /> PUBLIC WORKS—BOARD OF COUNTY COMMISSIONERS <br /> STUDY SESSION STAFF REPORT <br /> STUDY SESSION DATE: December 22,2025 <br /> TOPIC: Equipment Rental and Replacement(ER&R) <br /> 2026 rates <br /> ACTION REQUESTED: Consider a Resolution adopting Equipment <br /> Rental and Replacement rates for 2026 <br /> LEAD STAFF: <br /> Josh Fredrickson <br /> RECOMMENDATION: <br /> Approve a Resolution adopting Public Works Equipment Rental and Replacement <br /> (ER&R)rates for 2026 <br /> BRIEFING SUMMARY: <br /> • RCW 36.33A.10 requires an Equipment Rental and Replacement(ER&R)fund be <br /> maintained <br /> • Public Works manages the ER&R in Fund 501 <br /> • Rental rates are reviewed and adopted annually <br /> • No changes are proposed to the 2026 rates <br /> BACKGROUND: <br /> Kittitas County Public Works is required to maintain an Equipment Rental and Revolving <br /> (ER&R)fund pursuant to RCW 36.33A.10. After an initial equipment purchase by the <br /> Road Fund,the equipment is then placed in ER&R and rented to other funds,typically <br /> the Road Fund. Rates are required to be reviewed and updated annually. <br /> DISCUSSION: <br /> Rental rates for equipment within ER&R are reviewed and adopted annually pursuant to <br /> RCW 36.33A.10.A review of the rental rates has been performed, considering operating <br /> costs,maintenance costs as well as replacement costs for equipment. Exhibit 1 identifies <br /> the proposed rates for 2026.No changes are proposed from the 2025 rates for the 2026 <br /> rates. <br /> FISCAL IMPACT: <br /> Rates have been accounted for within the ER&R Fund as well as the Road Fund. <br />
