used for administrative costs and the balance must be used solely for Approved Purposes as that term is <br />defined in the One Washington MOU; and <br />WHEREAS, the City of Ellensburg desires to pool the Opioid Settlement Funds it receives <br />pursuant to the above referenced MOUs with Kittitas County in order to best serve the residents of <br />Ellensburg and Kittitas County; and <br />WHEREAS; it is mutually beneficial for the parties to enter into this Agreement at this time; <br />NOW, THEREFORE, Kittitas County and the City of Ellensburg hereby agree as follows: <br />L. Purpose. The purpose of this Agreement is to effectively pool Opioid Settlement Funds to <br />increase the benefit of opioid abatement strategies to the citizens of Ellensburg and Kittitas <br />County. <br />2. Term. The term of this Agreement shall be from the last date of signature until the City of <br />Ellensburg no longer receives Opioid Funds pursuant to the One Washington MOU and the <br />Greater Columbia Region Opioid Abatement Council MOU, unless the Agreement is terminated <br />early or its term is extended as provided herein. <br />3. Responsibilities of the Parties. <br />Kittitas Cou ntv's Responsibilities: <br />l. <br />Iil. <br />Kittitas County agrees to designate a set amount of Opioid Funds available from <br />their settlement account for each funding cycle. This set amount may be the <br />same or differ from the amount set by the City of Ellensburg. <br />Kittitas County will provide staff support to create, implement, and oversee a <br />public request for proposal process to elicit project and activity proposals. <br />Once each party has set an amount of available Opioid Funds, Kittitas County <br />will select three staff to participate in the Opioid Settlement review group to <br />score funding applications using an agreed upon scoring matrix and recommend <br />projects and activities for approval by the legislative authorities for each Party. <br />Staff may not represent departments or divisions applying for funding. <br />At the time in which funding awards have been approved by the respective <br />legislative authorities, Kittitas County agrees to accept the designated Opioid <br />Funds from the City of Ellensburg and utilize them to pay for eligible projects <br />and activities approved for funding. <br />Kittitas County shall provide contract oversight, including invoicing and <br />monitoring of deliverables, of allfunding awards using pooled Opioid <br />Settlement funds. <br />IV
