KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: December 16, 2025 <br />ACTION REQUESTED: Request to Set a Public Hearing for January 20, 2026, at 2:00 pm <br />to consider a Non -Exclusive Franchise for telecommunications <br />facilities with Inland Telephone. <br />BACKGROUND: Kittitas County Public Works received a Franchise Application for <br />telecommunications facilities to be placed within the County <br />rights -of -way. The previous franchise agreement had expired, and <br />a new franchise agreement is required for existing and new <br />services franchise area. Upon approval of the franchise, right-of- <br />way permits will be required to conduct any proposed work in the <br />service area. <br />The Franchise Application is complete, and the appropriate <br />application fee has been collected. Additionally, the Prosecuting <br />Attorney's Office has reviewed the proposed Franchise <br />Agreement. A public hearing is required for franchise per RCW <br />36.55.040. <br />INTERACTION: Public Works; Prosecuting Attorney's Office <br />RECOMMENDATION: Set a Public Hearing for January 20, 2026, at 2:00 pm and <br />advertise accordingly, to consider a Non -Exclusive Franchise for <br />telecommunications facilities with Inland Telephone. <br />ATTACHMENTS: Notice of Public Hearing. <br />LEAD STAFF: Josh Fredrickson <br />Director of Public Works <br />
