It will also require shared guidance on how partners, including service <br />providers, law enforcement, healthcare providers, schools, and businesses can effectfvely support and refer <br />individuals with high needs. <br />The communicatfon toolkit being developed under Goal 1 and the training and learning opportunitfes outlined in <br />Goal 2 will help build a more consistent community approach to responding to high -risk individuals. These tools will <br />include practfcal guidance for frontline staff, community members, and local organizatfons on how to engage with <br />individuals safely and appropriately. <br />The community will pursue this goal through the following strategies: <br />• Strengthen collaboratfon between non-profit, public, faith-based, and private organizatfons to improve <br />identfficatfon of high-need individuals to support consistent triage and prioritfzatfon of high-need <br />individuals. <br />• Expand and support street outreach and proactfve engagement with individuals at greatest risk of harm, <br />with partfcular attentfon to those not connected to traditfonal service pathways. <br />• Support approaches that seek to reduce harm and promote engagement, even when individuals are not <br />ready to fully engage. <br /> <br />Goal 5: Seek to house everyone in a stable setting that meets their needs. <br />Housing is the foundatfon for stability, well-being, and community connectfon. Yet stable housing does not look the <br />same for every person. For some, it may mean a one-bedroom apartment; for others, shared housing, sober living, <br />staying with family or friends, or other flexible arrangements may be preferred or most appropriate. Kittitas County’s <br />goal is to end homelessness, not to prescribe one standard pathway, but to ensure that individuals and families can <br />access housing that supports their stability and meets their needs. <br />Recognizing the constraints of the local housing market and the varied needs of higher-barrier individuals, the <br />community will pursue creatfve, person-centered approaches. This includes advancing policies that enable more <br />flexible housing optfons, supportfng individuals who choose non-traditfonal forms of stability, and mitfgatfng the <br />public and financial impacts when individuals decline traditfonal housing offers. <br />This focus on flexible, affordable housing optfons supports key objectfves found in the Comprehensive Plans of Kittitas <br />County, Cle Elum, Ellensburg, Roslyn and South Cle Elum, all of which call for expanded housing opportunitfes across <br />income levels and for populatfons with special needs. As the Town of South Cle Elum outlines in its comprehensive <br />plan, thoughtiul growth and community design can preserve small -town character while increasing housing <br />availability for all. <br />The county will pursue this goal through the following strategies: <br />• Increase the supply and availability of permanent housing optfons, including both traditfonal and non - <br />traditfonal models, to reflect the diverse needs of individuals and families. <br />• Expand access to rental assistance programs and supportfve services that help individuals secure and <br />maintain stable housing. <br />• Advance policy coordinatfon and advocacy to promote flexible housing solutfons, reduce barriers to <br />development, and support innovatfve housing approaches that meet local needs. <br />*No capital projects are included in the development of this plan.
