BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION <br />NO.2006- 2.-L <br />AUTHORIZING THE CHAIRMAN OF THE BOARD OF COMMISSIONERS TO SIGN THE INTERLOCAL <br />AGREEMENT FOR THE YAKIMA BASIN FISH AND WILDLIFE RECOVERY BOARD, AND FOR THE <br />BOARD OF COMMISSIONERS TO APPOINT A COMMISSIONER AS A DIRECTOR ON THE YAKIMA <br />BASIN FISH AND WILDLIFE RECOVERY BOARD <br />WHEREAS The legislature in RCW 77.85.005 found that the State of Washington may <br />best accomplish salmon recovery efforts by integrating local and regional salmon <br />recovery activities into a statewide strategy, a coordinated state funding process should <br />be established through salmon recovery funding board; the appropriate local or tribal <br />government should provide local leadership in identifying and sequencing habitat <br />projects to be funded by state agencies; habitat projects should be implemented without <br />delay; and, a strong locally based effort to restore salmon habitat should be established <br />by providing a framework to allow citizen volunteers to work effectively; and <br />WHEREAS to carry out these legislative intents, within the Yakima Basin a Lead Entity <br />Board (LE) and a Yakima Basin Fish and Wildlife Planning Board (YBFWPB), each <br />consisting of local elected officials were established, the LE to facilitate the assemblage <br />and prioritization of an annual Habitat Projects List for submittal to the Washington State <br />Salmon Recovery Funding Board per RCW 77.85.050; and the YBFWPB to prepare <br />and submit to the State a locally derived Yakima Subasin Salmon Recovery Plan per <br />RCWs 77.85.090 (2), and the YBFWPB to also prepare for the Northwest Power <br />Planning Council a locally derived Yakima Subasin Plan, said plan to guide the <br />expenditure within the Yakima basin of those Bonneville Power Administration funds <br />required under the Federal Northwest Power Planning Act to mitigate the impacts of the <br />Columbia Basin Hydropower system on fish and wildlife resources; and <br />WHEREAS each of these boards, having successfully carried out their respective <br />authorities and responsibilities individually and collaboratively recognize significant <br />benefits and efficiencies can be derived from integrating the administrative, planning, <br />public outreach, implementation, monitoring and evaluation functions of salmon <br />recovery; and <br />WHEREAS in a joint session on January 8, 2006, the board members of each of the <br />Yakima Basin Lead Entity Board (LE), and the Yakima Basin Fish and Wildlife Planning <br />Board (YBFWPB), voted unanimously to combine into a (new) independent non-profit <br />board that will replace the LE and YBFWB, and to move the process of replacement <br />forward expeditiously; and <br />
