WHEREAS the name of the new board shall be the Yakima Basin Fish and Wildlife <br /> Recovery Board (YBFWRB), within which membership is voluntary and the member <br /> governments participate under an Interlocal Agreement wherein representation on the <br /> board is open to the Yakama Nation, the counties of Yakima, Benton and Kittitas, and <br /> all of the cities therein; and <br /> WHEREAS the Interlocal Agreement for the YBFWRB will take effect upon the <br /> completion of the following, in no particular order, on or before December 31, 2006: <br /> The signing of the agreement by the "Initiating Parties" which are at least two <br /> counties, the Yakama Nation, and at least two cities within each county; and <br /> The adoption by the LE and YBFWPB, of resolutions to dissolve; and <br /> The notification by the LE and YBFWPB, to the appropriate federal, state and local <br /> agencies, that each is being dissolved, with their missions and functions being <br /> assumed by the YBFWRB as of a specific date; and <br /> WHEREAS the creation of a single YBFWRB to administer and facilitate the functions of <br /> a regional recovery organization and lead entity will enhance progress toward fish and <br /> wildlife resources recovery by: reducing administrative burdens; providing a single <br /> contact-point and more transparent organizational structure for public and stakeholder <br /> participation; integrating the planning, public outreach, project actions, and evaluation <br /> and monitoring functions of recovery under one entity, which will enable more accurate <br /> assessments and adjustments of program effectiveness over time; and reducing the <br /> demands on locally elected board member and local government staff resources. <br /> NOW THEREFORE BE IT RESOLVED that the Board of Kittitas County <br /> Commissioners approves the County's membership as an Initiating Party on the Yakima <br /> Basin Fish and Wildlife Planning Board and authorizes the Board of Commissioners <br /> Chairman to sign the Interlocal Agreement, in the form as attached hereto as Exhibit A, <br /> that will establish the Yakima Basin Fish and Wildlife Recovery Board. <br /> BE IT FURTHER RESOLVED that as a signatory to the Interlocal Agreement, the <br /> County, through its appointee, commits to participate in YBFWRB deliberations and <br /> decision-making in accordance with the Interlocal Agreement consistent with the <br /> protection and enhancement of the local customs and cultures of Kittitas County and its <br /> communities therein, and with the understanding that those who may participate in <br /> actions identified in the Yakima Basin Salmon Recovery Plan and the Yakima Subasin <br /> Plan, do so voluntarily. <br />
