Meeting called to order at 1:06 PM <br /> 2. Citizen Comments: N/A <br /> 3. Approval of Minutes: <br /> MOTION TO APPROVE MINUTES FROM SEPTEMBER 19TH, 2025: Michael Karraker moved to <br /> approve the September, 2025 minutes. Cay Crowley second. All in favor. Motion carried. <br /> 4. Kittitas County Friends of Animals(KCFOA)Amendment Request <br /> Eileen Murphy, KCFOA board member came to the committee to request an amendment to their <br /> 1/101h of 1% Mental Health and Chemical Dependency Tax funded contract. She provided <br /> background on KCFOA and how they serve the community. She shared their current rejection <br /> rate for those applying for assistance and requested that the qualifying population be expanded <br /> to include those with disabilities and experiencing homelessness as this would double their <br /> acceptance rate and allow them to help more people. <br /> MOTION TO AMEND THE KCFOA CONTRACT TO INCLUDE INDIVIDUALS WITH DISABILITIES OR <br /> WHO ARE EXPERIENCING HOMELESSNESS: Michael Karraker moved to amend the KCFOA <br /> contract as requested. Doug Fessler second. All in favor. Motion carried. <br /> 5. Approve Bylaws <br /> MOTION TO APPROVE BOARD BYLAWS AS PRESENTED: Cay Crowley moved to approve the <br /> bylaws. Michael Karraker second. All in favor. Motion carried. <br /> 1 <br />
