KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 <br />Regular Meeting <br />MONDAY 1:30 PM November 10, 2025 <br />Board members present: Chairman Laura Osiadacz, Vice -Chairman Cory <br />Wright, and Commissioner Brett Wachsmith. <br />Others: Josh Fredrickson, Lisa Godden, Arden Thomas, Public Works; <br />Christa Stream, Ryan Baker, City of Kittitas. <br />At 1:30PM Chairman Laura Osiadacz opened the Public Works Study <br />Session. <br />NO CITIZEN COMMENTS <br />EXTENSION LETTER RE: FEMA FLOOD MAP REVISIONS <br />Arden Thomas briefed the Board of County Commissioners that FEMA had <br />reached out to Kittitas County and indicated that they were <br />interested in re -mapping. Arden Thomas informed the Board of County <br />Commissioners that drafted maps were received earlier this summer <br />with FEMA's proposed new mapping and the County of Kittitas met with <br />FEMA's consultant, the Star II Team, to walk through their study <br />along with the proposed mappings. Arden Thomas stated that at the <br />meeting it was learned that there is a 30-day comment period to <br />submit comments regarding the proposed maps. Arden Thomas stated <br />that the next opportunity to weigh-in regarding the re -mapping is <br />within the Appeal period. Arden Thomas continued that the <br />recommendation is for Kittitas County to provide comment regarding <br />the proposed re -mapping and that Kittitas County has requested from <br />FEMA, two technical reports and the hydraulic model associated with <br />the Kittitas Valley study area. Arden Thomas added that no response <br />has been received from FEMA regarding this request. Arden Thomas <br />commented that she learned that FEMA and the Star II team have been <br />directed to have no external communications during the government <br />shut down. Arden Thomas recommended that a notice be sent to FEMA <br />for an extension of the comment period in order receive the requested <br />materials and to provide comments to FEMA. Arden Thomas requested <br />direction from the Board of County Commissioners regarding the <br />Extension Letter, and additionally, wanted to invite the City of <br />Kittitas to join the Extension Letter for submittal. <br />Vice -Chairman Cory Wright asked for clarification of which Creeks the <br />proposed re -mapping would impact. Vice -Chairman Cory Wright then <br />inquired if the letter presented would be re -drafted to include the <br />Mayor of the City of Kittitas. Arden Thomas agreed to adjust the <br />letter to include the Mayor of the City of Kittitas' signature. <br />11/10/25 MINUTES <br />
