4. Certification of Special Assessment. KCT, shall be responsible for <br />certifying amounts allowed by a recorded Priority Lien Against Real Property to the tax <br />rolls for collection upon receipt. <br />5. Notice of Adjustments to Special Assessment Information. <br />Adjustments, amendments, or lien satisfactions made to a Priority Lien Against Real <br />Property, which affect the amount due or authorization to collect same, shall be provided <br />to KCT within 5 business days of action by CDS. Such notice shall include, at a minimum, <br />the account number, the reason for change, the effective date of the change, and the <br />adjustment amount, along with accompanying legal document. <br />6. Delinquent/Unpaid Special Assessments. KCT shall maintain and collect <br />special assessments from prior assessment years. <br />7. Special Assessment Administration. All special assessments shall be <br />administered in a manner consistent with the timetable applicable for regular property taxes <br />as follows: <br />Billing date for taxpayers: Before March 15th of the collection year as per RCW <br />84.56.020(2)(a). <br />Due dates — First half due April 30, second half due October 31. <br />Interest — 12% annual interest computed monthly. <br />Penalty — Interest — 9%-12% annual interest computed monthly. The Percentage is <br />determined based on the factors outlined in RCW 84.56.020 (5)(a). <br />Interest and Penalty Waivers — Waivers of interest and penalties charged to <br />special assessments will be administered in the same manner as with property <br />taxes, as defined and authorized under RCW 84.56.020(19) and RCW 84.56.025 <br />All special assessments, less than or equal to $50.00 when summed with taxes and/or other <br />fees due on an account, must be paid in full by April 30. <br />8. Payment. The Treasurer's office shall process the one percent (1%) <br />reimbursement figure set forth in Section 6 above by deducting fifty -percent (50%) thereof <br />from first-half tax collections and the remainder from second -half tax collections. <br />9. Regulations and Requirements. This Agreement shall be subject to all <br />laws, ordinances, rules and regulations of the United States, the state of Washington and <br />the County of Kittitas. CDS shall, with respect to any contractor(s) hired to perform <br />services arising out of or in any way relating to this Agreement, comply with all equal <br />opportunity and affirmative action rules and regulations. <br />INTERDEPARTMENTAL AGREEMENT — Page 2 of 5 <br />
