SAN FRANCISCO PORTLAND
MWA ARCHITECTS | 1
August 1, 2025
Kittitas County Board of County Commissioners
Attention: Cori McKean
205 West 5th Ave, Suite 108, Ellensburg, WA 98926
re: request for qualifications professional architectural and engineering services, ellensburg, washington
MWA’s mission is to serve the essential needs of every community we touch . Your project has
the potential to provide Kittitas County residents with multiple essential public safety and health
needs in one building . The needs analysis for the Kittitas County Coroner’s Office and Public
Health Department will provide feasibility and cost information that will allow the County to
prepare development funding for this project . To improve feasibility, the County is partnering with
Kittitas Valley Fire & Rescue and Kittitas County Airport . By developing a facility at the Kittitas
County Airport on County-owned land, the new safety and health facility development costs are
reduced and service is expanded through airfield adjacency . Including fire facilities will improve
airport and community resiliency — this project is a win-win-win for Kittitas County .
a dedicated and experienced team
MWA brings 37 years of experience serving the essential needs of the community through
innovative, thoughtful, and respectful design . We have completed health, fire, and aviation facili-
ties for agencies across the Pacific Northwest . Our portfolio includes projects with Yakima Air
Terminal-McAllister Field, Spokane International Airport, and Portland International Airport, on
multiple projects, including needs analysis and feasibility studies, renovations, adaptive re-use,
tenant improvements, and new construction . Our fire and public health experience includes
Portland Fire and Rescue, Ilwaco Fire Department, and the City of Portland Emergency
Communications Center .
bringing longstanding teaming relationships to your project
MWA has longstanding relationships with our proposed teaming partners . DCI Engineers (struc-
tural and civil), FSi Engineers (mechanical), Landis Engineering (electrical), and Sound NW
Precon Services (construction cost estimating) are all currently working with MWA on aviation
and health projects . We are pleased to include proposed Subject Matter Expert, MWL . MWL
has been at the forefront of forensic science, forensic pathology, and public safety planning and
design since its founding in 1995 . MWL specializes in forensic science laboratories, forensic
pathology facilities, and police and public safety facilities . Each proposed team member brings
knowledge and experience in needs analysis and feasibility studies on airport properties .
When pursuing projects, MWA considers the overall workload and availability of our team and
teaming partners . The individuals highlighted in our proposal are currently working in Central
Washington and are available to begin this project and will stay involved throughout . Our
proposed team is committed to making the Kittitas County Public Safety and Health Facility
a success .
Sincerely,
Jean von Bargen Root AIA, LEED AP BD+C, NOMA, PMP, Assoc .
