KITTITAS COUNTY <br /> DEPARTMENT OF PUBLIC WORKS <br /> PUBLIC WORKS—BOARD OF COUNTY COMMISSIONERS <br /> STUDY SESSION STAFF REPORT <br /> STUDY SESSION DATE: October 27,2025 <br /> TOPIC: Safe Streets and Roads for All Grant-Snoqualmie Pass Comprehensive <br /> Safety Action Plan <br /> ACTION REQUESTED: For information only <br /> LEAD STAFF: <br /> Josh Fredrickson—Public Works Director <br /> RECOMMENDATION: <br /> For information only—no action required by the Board <br /> BRIEFING SUMMARY: <br /> • In 2022,Public Works(PW) began meeting regularly with stakeholders at <br /> Snoqualmie Pass area including King County, Washington State Department of <br /> Transportation (WSDOT), community members and business owners,to discuss <br /> options for congestion and safety improvements in the Snoqualmie Pass area. <br /> • In 2023,Public Works(PW)was awarded a planning grant through the Safe <br /> Streets and Roads for All (SS4A)program. <br /> • Data collection, analysis, community engagement, have been collected to identify <br /> priorities and possible projects. <br /> • A draft of the Snoqualmie Pass Comprehensive Safety Action Plan will be <br /> available for public comment in November 2025. A press release will be <br /> completed, and the draft will be available on the Public Works website for review. <br /> BACKGROUND: <br /> A group of stakeholders (residents, business owners, Washington State Department of <br /> Transportation,King County, homeowner associations, and various other state and <br /> Federal agencies)have met on a regular basis to discuss private and public interests for <br /> comprehensive planning to address congestion and safety improvements at Snoqualmie <br /> Pass for the next twenty years. The grant opportunity"Safe Streets and Roads for All" <br /> (SS4A),provided an avenue to identify safety concerns, and possible solutions, at <br /> Snoqualmie Pass. While the County has an approved Highway Safety Plan meeting grant <br /> requirement, it does not focus on Snoqualmie Pass due to the limited County owned <br /> roads. Numerous owners of existing infrastructure make using the County's existing <br /> safety plan difficult. A specialty safety plan was required to manage competing <br /> transportation demands at the pass.
