WATER MITIGATION FUND 403 <br /> 2026 Water Mitigation Budget- Fund 403 <br /> Program Description: <br /> Public Works administers Fund 403 (Water Mitigation) on behalf of the Board of County Commissioners. Two programs are included: water mitigation and water metering. <br /> These two programs protect Kittitas County's water supply and safeguarding groundwater users. <br /> Revenue Sources: <br /> Water Mitigation Fees;Water Metering Fees; Grant Sources. <br /> Staff Summary: <br /> The Water Resource Manager develops water supply and banking policies and programs and manages water right acquisitions. The Water Resources Specialist reviews and <br /> issues mitigation certificates, manages applications to Ecology for water use changes, and oversees the metering program. <br /> Functions: <br /> Water Mitigation: Water Metering: <br /> • Administer a water right portfolio 0 Track groundwater use and location <br /> • Allocate mitigation rights 0 Permit water users <br /> • Implementation of drought supply 0 Monitor use to ensure compliance <br /> augmentation 0 Manage applications to State agencies <br /> • Participation in the Yakima Basin Integrated 0 Manage water right acquisitions <br /> Water Resource Plan <br /> Notes for 2026: <br /> Programming for purchase of additional water rights; a grant-supported municipal water-right vulnerability assessment; and professional services to extend Department of <br /> Ecology permit coverage, which is essential to provide "over-the-counter" (OTC) mitigation certificates. <br /> 24 <br />
