FLOOD FUND 107 <br /> 2026 Flood Control Budget - Fund 107 <br /> Program Description: <br /> Public Works administers Fund 107 (Flood Control) on behalf of the Board of County Commissioners. The Flood Control fund provides the financial resources needed to <br /> reduce flood damage through flood warning and emergency response, floodplain management, property acquisition, basin-wide flood planning, and the identification, <br /> engineering and construction of capital projects to address flooding issues throughout the Flood Control Zone District. <br /> Revenue Sources: <br /> Property Tax; State Grants; Permit Fees <br /> Staff Summary: <br /> The district is staffed by Public Works employees. Currently, the Flood Control Zone District Administrator is the Public Works Director. The Water Resource Manager <br /> handles day-to-day operations and capital program management. The Water Resources Specialist provides landowner technical assistance and handles floodplain <br /> permitting and the Hydrology and Hydraulics Engineer in Training provides technical support and manages the stream gaging program. <br /> Functions: <br /> Maintenance and Operations: Floodplain Management: <br /> • Public outreach and education 0 Participation in National Flood Insurance Program <br /> • Inspection and maintenance of flood control structures 0 Community Rating System <br /> • Flow conveyance Permit issuance <br /> • Maintain stream gaging infrastructure <br /> Flood Control Zone District: <br /> • Increased authority to fight flooding that occurs outside the right-of-way <br /> Notes for 2026: <br /> Capital expense anticipated for construction of the Whiskey Creek Siphon; design and permitting for the Lower Kittitas Reach Floodplain Connection Project (grant funded); <br /> and design and permitting for flow conveyance projects on Mercer and Whiskey Creeks. Fund reserve will be needed for critical facility compliance efforts currently <br /> expected to be constructed after 2026. <br /> 15 <br />
