Most of the growth is contained within <br /> the personnel category. An important note is the 2025 budget was adopted prior to the finalization of the union negotiations, and the Law <br /> Enforcement groups received material increases amounting to approximately$1.7MM over the adopted budget. With this detail in mind and <br /> the freezing of the three positions,the appearance of growth in the personnel category is significantly reduced. <br />
