Exhibit B <br />KITTITAS COUNTY ECONOMIC DEVELOPMENT PARTNERSHIP (KCEDP) <br />CHARTER <br /> <br />1. Vision: Kittitas County will become a model hub for transformative economic <br />development. <br /> <br />2. Mission: The KCEDP is committed to fostering a vibrant, resilient, and diversified <br />economy by uniting public and private partners across the county. We work together to <br />implement a strategic plan that honors our unique character, strengthens local <br />communities, and creates a sustainable economy for all residents of Kittitas County. <br />3. Values: The KCEDP is guided by the following goals identified under the Plan: <br />A. Collaboration: Unite upper and lower County government and organizations in <br />shared goals and actions that benefit the County as a whole. <br />B. Economic Resilience: Provide residents with tools and resources to access jobs <br />and opportunities in the area, including entrepreneurship. <br />C. Balanced Growth: Direct and manage the County’s growth to build a dynamic <br />community that remains an attractive and affordable place to live. <br />D. Community Investment: Develop the County’s infrastructure to meet its <br />current and future needs and position it to amplify the advantage of its central <br />location. <br />E. Preservation: Preserve the legacy of the County, valuing its assets and <br />resources to turn them into opportunities for future generations. <br />4. ROLES AND RESPONSIBILITIES: The roles and responsibilities of this agreement <br />are as follows. (See Exhibit C for current and future framework.) <br />4.1 Administrative Roles and Responsibilities: The Conference of Governments <br />(COG) shall serve as the governing and administrative body for the KCEDP, with the <br />following responsibilities: <br /> <br />A. Establishment: Facilitate the formation of the KCEDP consistent with this <br />agreement, and as needed through subsequent actions. <br />B. Oversight and Accountability: Provide strategic guidance, ensure <br />accountability, and monitor the performance of the KCEDP in achieving the <br />collective mission and vision.
