An important note is the 2025 budget was adopted prior to the finalization of the union negotiations, and the Law <br /> Enforcement groups received the material increases amounting to approximately $1 .7MM over the adopted budget. With this detail and the <br /> freezing of the three positions the appearance of growth in the personnel category is significantly reduced. <br />
