KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: September 22, 2025 <br />TOPIC: Kittitas County Conference of Governments Public Facilities Fund 2025 <br />Small Capital Program Application Award Letter of Recommendation <br />ACTION REQUESTED: Direct Staff <br />LEAD STAFF: <br />Josh Fredrickson — Public Works Director <br />RECOMMENDATION: <br />Direct Staff <br />BRIEFING SUMMARY: <br />• The Kittitas County Conference of Governments (COG) solicits eligible <br />organizations and municipalities for proposed projects in accordance with RCW <br />82.14.370 supporting public infrastructure in Kittitas County that service <br />economic development purposes. <br />• COG recently solicited for Small Capital projects with $360,000.00 available to <br />support eligible applications that met set criteria. <br />• COG received, reviewed and scored ten (10) applications that were received for <br />consideration and are now presenting recommendations to the Board of County <br />Commissioners. <br />• The application for Fire and EMS Standard of Cover Assessment and Analysis <br />submitted by Kittitas County Community Development Services was pulled from <br />the scoring process, as this project is included in the COG work program and will <br />be funded outside of the Small Capital project solicitation. <br />BACKGROUND: <br />The Kittitas County Conference of Governments (COG) recommends award of Public <br />Facility Funds that are managed in Fund 108 by Public Works. COG historically <br />announces a call for grant applications each year with this cycle of grant applications <br />being limited to small capital projects. The small capital project application cycle was a <br />new process for COG that was discussed, as well as an appointment of a sub -committee <br />to outline the process this year. In May, a call for applications was published on the <br />Kittitas County website with stated eligibility criteria listed. Applications were due mid - <br />July for consideration. <br />Ten (10) project applications were received for funding consideration and COG met at <br />their regularly scheduled meeting on August 20'' to discuss the submitted applications <br />and scoring criteria.
