KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: September 22, 2025 <br />TOPIC: 6-Year Transportation Plan Update <br />ACTION REQUESTED: Information only <br />LEAD STAFF: <br />Josh Fredrickson <br />RECOMMENDATION: <br />Informational briefing - No action required <br />BRIEFING SUMMARY: <br />• Per RCW 36.81.121 Public Works is required to publish a 6-Year Transportation <br />Improvement Plan prior to the adoption of the budget. <br />• Schedule: <br />o Online Engagement Completed — August 18 through September 5 <br />o Update 6-Year Plan — September 12 <br />o Draft Presentation for BoCC Consideration — September 22 <br />o Request to set a Public Hearing -October 7 <br />o Adopt 6-Year Plan at Public Hearing — October 21 <br />• Public Works has prepared and attached the draft 6-Year Transportation <br />Improvement Plan. <br />• Conceptual Update to the 6-Year Plan including the Capital Improvements List <br />BACKGROUND: <br />Public Works has updated the 6-Year Transportation Plan (Plan), as required by RCW <br />36.81.121. The Plan highlights capital road improvement projects Public Works is <br />planning through the year 2031. The Plan is broken down by design and construction <br />phases, as well as local and grant funding. Funding sources are also identified to help <br />calculate the impact to the road fund. The Plan identifies secured funding in order to <br />represent the impact to the Road Fund. <br />Public Works sought public input through posting information online this year. The 6- <br />Year Plan was posted on the Public Works website, and Public Works released a press <br />release and posted the Plan on the County Website. Public Works also worked with <br />BoCC staff to include a Facebook post on August 18t' with a link to the Plan in an effort <br />to reach a wider crowd. The website was available for comment between August 18t' <br />
