Information Technology “Study Session Staff Report”, 4/28/2025
• Improved Content Management: Empowering departmental staff to directly
manage and update their web content, improving accuracy, timeliness, and
reducing IT workload.
• Enhanced User Experience (UX): Implementing modern UX principles to
simplify navigation, placing high-demand services and user interactions
prominently, reducing barriers to public engagement.
• Flexible Design and Multi-site Architecture: Allowing departments to
customize their web presence in alignment with their unique communication
needs, enhancing user satisfaction and service effectiveness. Umbraco's multi-site
architecture ensures cohesive branding while enabling tailored departmental
theming.
• Technical Familiarity and Customization: Our IT staff is familiar with the
underlying coding languages on which Umbraco is built, allowing internal
capabilities to develop custom modules and components as needed, ensuring
long-term flexibility and adaptability.
• Strategic Alignment with Intranet Redevelopment: Replacing both the public
website and intranet offers efficiencies, cost savings, and technological cohesion.

FISCAL IMPACTS:
We do not have any firm quotes at this time, but we are confident that the initial build
costs will be between $150K and $200K. We have budgeted $100k in the ET Fund for
year 1 of this project. We are assessing the feasibility of the new site being hosted in the
Cloud so there will be continued cost, yet to be determined.

A notable consideration is the availability of grant funding from one highly motivated
department, representing approximately 25% of anticipated project costs. Although
appealing, the grant's short usage timeline introduces risks of expedited decisions, which
may adversely affect the long-term sustainability and success of the project. We are
investigating other ways that the grant may aid the project success that are not directly
related to website construction.
ATTACHMENTS:

Legal consultation? No
Finance consulted? Yes
