Page 1 of 2 <br />Information Technology “Study Session Staff Report”, 5/27/2025 <br />KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />STAFF REPORT FOR <br />STUDY SESSION <br /> <br />Information Technology <br /> <br />STUDY SESSION DATE: 5/27/25 <br /> <br />TOPIC: Discussion of the IT Department’s Staff Position Changes <br /> <br />ACTION REQUESTED: No Action - Information Only <br /> <br />LEAD STAFF: Doug Fessler <br /> <br />RECOMMENDATION: <br />No recommendation at this time. <br /> <br />BRIEFING SUMMARY: <br />IT Director Doug Fessler and Assistant IT Director Zane Kinney are making changes to a <br />few IT staff job titles: <br />• Bill Davis: Network/Systems Administrator III to IT Infrastructure Manager. <br />• Russ Stefanovich: Support Technician to Lead Support Technician <br /> <br />Discussion: <br />Bill Davis has been a crucial member of the Network Administrator team and the IT <br />department by playing key roles in organizing, testing, and deploying County-wide <br />network based assets and functions that have had a major impact to the County’s <br />cybersecurity infrastructure and streamlining workflow. Bill Davis has had a long career <br />with Kittitas County’s IT department that extends as far as the early 2010’s, who took a <br />break from this small town and found employment on the east coast while still acting as a <br />consultant during his absence. His years with the County has made him a well-known and <br />trustworthy figure amongst many of the County staff. Doug Fessler and Zane Kinney will <br />be changing Bill Davis’s job title from Network/Systems Administrator III to IT <br />Infrastructure Manager. <br />Russ Stefanovich has had a short career with the IT department but has been a reliable <br />and cooperative member of the support team who’s proven their extensive technical <br />knowledge and troubleshooting abilities. Russ has received many high remarks of praise <br />for his diligence and social character. Doug Fessler and Zane Kinney will change his title <br />from Support Technician to Lead Support Technician. <br />
