KITTITAS COUNTY <br />EC STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1 10:00 AM I August 25, 2025 <br />Board members present: Chairman Laura Osiadacz, Vice -Chairman Cory Wright, Commissioner <br />Brett Wachsmith <br />Others: Event Center Director Kady Porterfield, Fair Board President Bob Eddings, Kittitas <br />County Facilities Director Patti Stacey (Webex), Ellensburg Rodeo Board President Carl <br />Jensvold, Chief Civil Deputy Prosecutor Stephanie Hartung <br />1. Call to Order 10:00am <br />2. Citizen Comments (1 min. time limit) None <br />3. Rodeo Grandstands Reconstruction Project Updates and Discussion: The stadia piece is a <br />big concern for proejct timeline due to the estimated manufacturing time. The August 1, 2026 <br />completion date for all construction leaves not much wiggle room. June 30, 2026 is the deadline <br />given to all the contractors, to allow for inspections and final items to be attended to in July. That <br />information is in the request for bids for both the stadia and general construction. With this tight <br />timeline, if unforeseen circumstances arise, there will be an issue meeting the projce deadline. <br />The geotech report is still not in yet, but hope to have soon. There has been no excavation in that <br />area for around 75 years, so it is unknown all of what might be under the ground and found <br />during construction. Chairman Osciadacz and Commissioner Wachsmith both commented that <br />we should continue to push forward. Vice -Chairman Wright asked where the stadia is being <br />manufactured and shipped from. The answer was uncertain at this time, but most likely overseas. <br />Patti and Kady will continue to push this forward. <br />4. Request to Approve the Kittitas County Memorandum of Agreement with Friends of the <br />Kittitas County Fairgrounds Foundation: Vice -Chairman Wright moved to approve, seconded <br />by Commissioner Wachsmith. Vice -Chairman Wright thanked Porterfield for all her hard work <br />to see this updated agreement through. Motion passed 3-0. <br />5. Request to Approve a Resolution to Authorize Approval of the Payment of the Claim for <br />Damages Filed by Tasha and Jesse Maxwell and Authorizing Kittitas County Auditor to <br />Issue a Warrant for Said Claim: Kady further explained the incident. Hartung shared that <br />KVEC staff and management handled the accident and all the follow-up risk components very <br />well. Vice -Chairman Wright moved to approve, seconded by Commissioner Wachsmith. Motion <br />passed 3-0. <br />6. Other Busines — none. <br />2025-08-25 MINUTES <br />
