of the Easton Reach Flood Hazard Assessment was to better understand, communicate, <br /> and plan for these flood hazards. <br /> The study's results were compared to FEMA's regulatory flood maps. The findings <br /> revealed generally wider floodplain extents, with localized areas of both increased and <br /> decreased base flood elevations and risk. The regulatory floodway was also determined to <br /> require expansion. <br /> Per Kittitas County Code 14.08.105,the County must notify FEMA of changes to base <br /> flood elevations within six months of receiving new technical data. This notification must <br /> include technical or scientific information. The updated data was submitted to FEMA in <br /> 2023, and the County anticipates an upcoming map amendment. <br /> DISCUSSION: <br /> Kittitas County will issue a public notice in the paper of record. Staff further recommend <br /> mailing an informational flyer to affected landowners. <br /> Map changes will take effect approximately 120 days after FEMA approves the Letter of <br /> Map Revision(LOMR). A 90-day appeal period will follow the LOMR's approval. <br /> During this period, any property owner or lessee who believes their property rights are <br /> adversely affected by FEMA's proposed flood hazard determinations may submit <br /> scientific or technical data in support of an appeal. <br /> Appeals must be submitted to Kittitas County.
