KITTITAS COUNTY
BOARD OF COUNTY COMMISSIONERS
STAFF REPORT
Public Health Office
Joint BOHBOCC Public Hearing: 09/18/2025
TOPIC: Passport Acceptance Program Fees
ACTION REQUESTED: Approval of amended 2025 KCPHD fee schedule that
includes Passport Acceptance Program fees
LEAD STAFF: Audelia Martinez, Health Promotion Manager
RECOMMENDATION:
Staff recommend that BOH/BOCC approve and adopt amended 2025 KCPHD fee
schedule that includes Passport Acceptance Program fees. The proposed fee amendments
will allow KCPHD to start accepting U.S. Passport applications.
BRIEFING SUMMARY:
• Initial Passport Acceptance Application Submitted on February 14,2025.
• KCPHD was accepted to be a U.S. Passport Acceptance Agency on March 28, 2025.
• Health Promotion Staff got trained as Passport Acceptance Agents on July 8th,2025.
• All supplies needed to begin accepting passport application are on site.
+ Once fees are adopted we will begin accepting U.S. Passport applications on behalf of
U.S. Department of State.
BACKGROUND:
Historically the Kittitas County Clerk's Office offered this service to our community. Upon
learning that they could no longer support this program, the Kittitas County Public Health
Department concluded that this service was important to our community and decided to apply to
become an acceptance agency.
Upon getting accepted,we decided that this program fit well under the Health Promotion
division, all Health Promotion staff were trained and are officially Acceptance Agents through the
U.S. Department of State. Only trained staff are allowed to handle U.S. Passport applications.
We have already received community interest and questions on when we will be starting up our
program. This amendment to the 2025 Fee Schedule will allow us to start accepting those
applications at the end of September 2025.
Public Health Office"Study Session Staff Report", 12/23/2024
