Kittitas County Agreement for Services (rev. 5/14/25) <br />Page 8 of 28 <br /> <br />divided into 50,000 square foot grids for evaluation of average concentration values within these grids per WAC <br />173-408-XXX. <br />Monitoring will be performed by Parametrix staff using the Landtec SEM5000 following the monitoring route <br />established prior to the first event. WAC 173-408-120 indicates monitoring should not be completed during <br />windy periods; however, the Facility is located in an area that often experiences windy conditions. A <br />demonstration under task 3.2 will be made to the health department regarding monitoring conditions. <br />Monitoring will be attempted during average barometric conditions and when there has been no precipitation <br />for 72 hours, if applicable. <br />Upon receipt of the monitoring data both instantaneous exceedances (>500 ppm) along the monitoring route <br />and integrated exceedances (>25 ppm average) for each grid. These results and field notes will be summarized in <br />maps for each type of exceedance. <br />WAC 173-408-120 allows for the reduction in monitoring frequency and spacing following 4 consecutive <br />monitoring events in which no exceedances. This regulation provides conditions for the removal of the gas <br />collection and control system and ceasing monitoring per 173-408-080. Following the completion of the 6 <br />monitoring events included in this scope, Parametrix will meet with the County to determine future monitoring <br />requirements and evaluate monitoring needs for the removal of gas collection and control system components. <br />Deliverables <br />Site map once per quarter (6 total) depicting quarterly monitoring route and instantaneous exceedances over <br />500 ppm. <br />Site map once per quarter (6 total) depicting exceedances of average concentration over 25 ppm calculated <br />within 50,000 square foot grids. Post monitoring meeting (virtual) with County staff to establish future <br />monitoring requirements for compliance with WAC 173-408. <br />Assumptions <br />• County will provide access to monitor Balefill Landfill. <br />• Surface Emission Monitoring will be performed by Parametrix staff utilizing a Landtec SEM5000 along <br />the predetermined monitoring route per WAC 173-408, which will be developed by Parametrix from <br />known extent of waste <br />• Biosolids will not be land applied on the Balefill Landfill at least 45-days prior to each monitoring event. <br />Subtask 3.2 – Landfill Methane Emissions Reporting <br />Activities <br />Annual reporting for WAC 173-408 is due to Ecology. The contents of these reports are outlined in WAC 173- <br />408-170 and are due to Ecology by April 1 of the following year for each calendar year. As part of the annual <br />reporting Parametrix will assist the county in development of waste in place and heat input capacity reporting <br />following WAC 173-408-170 and incorporate these calculations into the annual report. <br />Deliverables <br />Parametrix will complete the following deliverables:
