Kittitas County Agreement for Services (rev. 5/14/25) <br />Page 6 of 28 <br /> <br />• Kittitas County will contract directly with the environmental laboratory. <br />• Kittitas County will provide documentation regarding access approval for neighboring parcels to sample <br />Clerf Springs and Poison Springs. <br />• Biosolids will not be land applied at the Balefill Landfill at least 45-days prior to gas vent monitoring. <br />• This subtask covers only field monitoring; interpretation and reporting that occur under Subtask 2.2. <br />Subtask 2.2 – Environmental Monitoring Reporting <br />Activities <br />• Receive and review laboratory data and LFG monitoring results from Subtask 2.1. <br />• Compile, validate, and analyze groundwater, leachate, and LFG data in accordance with the approved <br />SAP and LFG Monitoring Plan. <br />• Prepare three quarterly environmental monitoring reports per year (Q1, Q2, Q3) including: <br />o Laboratory reports and field data sheets. <br />o Data validation summary. <br />o Tabulated groundwater and LFG results. <br />o Tabulated leachate results (Q1 only). <br />o Time-series plots of concentrations. <br />o Static water level measurements and potentiometric surface maps. <br />o Groundwater flow velocity calculations. <br />o Summary of concentrations above the maximum contaminant levels (MCLs) defined in Chapter <br />173-200 WAC, Water Quality Standards for Groundwaters of the State of Washington (GWQS), <br />any corrective actions, or follow up monitoring. <br />o Statistical evaluations. <br />o Geochemical evaluations (cation-anion balancing, trilinear/stiff diagrams). <br />o Other information for reporting under Chapters 173-350 and 173-351 WAC. <br />• Prepare one annual environmental monitoring report per year including: <br />o Laboratory reports and field data sheets from all four quarters. <br />o Data validation summaries. <br />o Tabulated groundwater, LFG, and leachate results. <br />o Statistical evaluations. <br />o Summary of concentrations that exceed GWQS MCLs, any corrective actions, or follow up <br />monitoring. <br />o Summary of relevant changes that occurred at the Ryegrass Facility.
