Kittitas County Agreement for Services (rev. 5/14/25) Page 10 of 28 Assumptions • Soil sampling and laboratory analysis will be performed and paid for directly by the County through their selected contractor and laboratory. • Rangeland specialist services will be provided under this contract as a Parametrix subcontractor. • Application events will follow the approved SSLAP procedures unless Ecology requires modifications. • Parametrix is not responsible for field application oversight or contractor performance. • Routine SEL inspections, maintenance, freeboard checks, lysimeter monitoring, sediment sampling, and recordkeeping are performed by the County and are not included in this task. • Any SEL technical support beyond the scope of Land Application Event planning will be addressed under Task 4.0 – Necessary On-Call Civil Engineering and Environmental Design Services or as a separate task, at the County’s discretion. • This task covers work performed under the 2025 Ecology General Permit for Biosolids Management and associated SSLAP approval. Any scope required to implement future permits or revised SSLAPs will be addressed under a separate task or contract amendment. Task 5.0 – On-Call Services Objective Provide as-needed engineering, environmental, and permitting support for regulatory, operational, and technical needs at the Ryegrass Facility that fall outside the defined annual scope of Tasks 1.0 through 3.0. This task covers occasional or contingent work that is only performed upon County request and authorization, and is intended to address evolving facility priorities, regulatory changes, or unforeseen conditions. Below are three known subtasks that will be executed during this contract, but the timing, budget, and full scope of each will be determined as the work is authorized. Additional subtasks may also be added during the contract term. Subtask 5.1 – LPL Closure Activities Activities may include, but are not limited to: • Preparation of 90% design and permit documents for closure. • Coordination with Ecology for closure approvals. • Development of a closure phasing plan for cover system installation (schedule to be determined). • Construction management and certification of closure. Subtask 5.2 – New Leachate Evaporation Pond Activities Activities may include, but are not limited to: • Siting and design of a new leachate evaporation pond downstream of the landfill.
