of the Easton Reach Flood Hazard Assessment was to better understand, communicate,
and plan for these flood hazards.
The study's results were compared to FEMA's regulatory flood maps. The findings
revealed generally wider floodplain extents, with localized areas of both increased and
decreased base flood elevations and risk. The regulatory floodway was also determined to
require expansion.
Per Kittitas County Code 14.08.105, the County must notify FEMA of changes to base
flood elevations within six months of receiving new technical data. This notification must
include technical or scientific information. The updated data was submitted to FEMA in
2023, and the County anticipates an upcoming map amendment.
DISCUSSION:
Kittitas County will issue a public notice in the paper of record. Staff further recommend
mailing an informational flyer to affected landowners.
Map changes will take effect approximately 120 days after FEMA approves the Letter of
Map Revision (LOMR). A 90-day appeal period will follow the LOMR's approval.
During this period, any property owner or lessee who believes their property rights are
adversely affected by FEMA's proposed flood hazard determinations may submit
scientific or technical data in support of an appeal.
Appeals must be submitted to Kittitas County. The County is responsible for collecting
and reviewing these submissions, forwarding them to FEMA, and determining —based on
the technical information provided —whether to appeal on behalf of the property owner or
lessee, all within the 90-day appeal window.
FISCAL IMPACTS:
The 2025 annual budget includes costs associated with landowner outreach in flood risk
areas.
ATTACHMENTS:
Exhibit 1: Draft informational flyer
Public Works "Work Session Staff Report", 2025
