KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 <br />Regular Meeting <br />MONDAY 1:30 PM JULY 28, 2025 <br />Board members present: Chairman Laura Osiadacz and Commissioner Brett <br />Wachsmith. <br />Others: Josh Fredrickson, Arden Thomas, Rebecca Cruse, Public Works; <br />Stephanie Hartung, Prosecuting Attorney's Office; 2 Members of the <br />Public <br />At 1:32 PM Chairman Laura Osiadacz opened the Public Works Study <br />Session. <br />No Citizen Comments <br />REQUEST TO APPROVE A RESOLUTION AUTHORIZING CHAIR SIGNATURE ON THE <br />FIRST AMENDMENT TO MEMORANDUM OF AGREEMENT BETWEEN MID-COLUMBIA <br />FISHERIES ENHANCEMENT GROUP AND KITTITAS COUNTY FLOOD CONTROL <br />DISTRICT <br />Arden Thomas briefed the Board of County Commissioners on the grant <br />from the Department of Ecology and a proposed Memorandum of Agreement <br />Amendment with Mid -Columbia Fisheries Enhancement Group and listed <br />components of grant and projects to receive funding. Arden Thomas <br />stated past projects have been successful with this partnership and <br />the agreement will provide role clarity for both parties. <br />Commissioner Brett Wachsmith moved to approve Resolution 2025-138 and <br />Chairman Laura Osiadacz seconded the motion. Resolution 2025-138 <br />approved. <br />WATER FILLING STATION DISCUSSION <br />Arden Thomas gave an update on policy the City of Cle Elum <br />implemented for their water filling station and stated County <br />residence's and Contractors in unincorporated County are impacted. <br />Arden Thomas stated that currently the county does not have <br />infrastructure and resources to implement a water fill site at the <br />Public Works Upper County Shop. Discussion was held on different <br />options and alternatives to the City of Cle Elum site including that <br />the City of Kittitas has expressed interest in developing a fill <br />station. <br />Josh Fredrickson distinguished between the Public Works Road Crew's <br />needs for water, and gaining access to water for residential use/ <br />construction usage. Chairman Laura Osiadacz directed staff to keep <br />monitoring. <br />Pat Deneen, a member of the public stated he is getting communication <br />from residences regarding providing water. <br />07/28/25 MINUTES <br />
