KITTITAS COUNTY 1/10TH OF 1% MENTAL HEALTH AND <br /> CHEMICAL DEPENDENCY TAX ADVISORY BOARD <br /> BYLAWS <br /> The Kittitas County 1/10th of 1% Mental Health and Chemical Dependency Tax Advisory Board <br /> hereby adopts the following rules for the transaction of its business. These bylaws are adopted <br /> pursuant to the need to conduct requests for proposals and review of proposals for funding by <br /> Kittitas County to accomplish the goals and outcomes identified in the tax pursuant to RCW <br /> 82.14.460 <br /> PURPOSE OF ADVISORY BOARD <br /> Resolution No. 2022-185 established the Kitbtas County 1/10th of 1% Mental Health and <br /> Chemical Dependency Tax Advisory Board ("the Board") to develop the goals, objectives, and <br /> metrics for the use of funds generated by the mental health and chemical dependency tax. The <br /> mission of the 1/10th of 1% Mental Health & Chemical Dependency Tax Advisory Board is to <br /> positively impact the process of change in which individuals improve their health and wellness, <br /> live self-directed lives, and strive to reach their full potential. <br /> Duties <br /> The Board shall collaborate with the Kittitas County Public Health Department (KCPHD) <br /> to: <br /> A. Develop the goals, objectives, and metrics for the use of funds generated by the <br /> mental health and chemical dependency tax. <br /> B. Develop a Request for Proposal (RFP) document and proposal review process. <br /> C. Solicit and collect proposals. <br /> D. Review proposals and provide recommendations to the BOCC on applications for <br /> funding. <br /> E. Serve as a review board on the effectiveness of grant funding. <br /> F. Annually review the Purpose and Duties, the Funding Priority Areas, and the <br /> operations and functions of the Board. <br /> MEMBERSHIP <br /> Board Composition <br /> The Board shall consist of eight members: one from each commissioner district, one <br /> from Public Health, one at large member with lived experience, one member with <br /> Members are required to comply with the Kittitas County Boards, Committees, and <br /> Commissions Handbook <br />
