KITTITAS COUNTY <br /> COMMUNITY DEVELOPMENT SERVICES <br /> 2025 STUDY SESSION STAFF REPORT <br /> STUDY SESSION DATE: August 25,2025 <br /> TOPIC: 2025 Land Development Code Amendments <br /> ACTION REQUESTED: No action requested. <br /> BACKGROUND: On July 14, 2025, CDS initiated a Land Development Code <br /> Amendment cycle. The cycle was initiated to address four issues <br /> in Kittitas County code. The proposed items include: <br /> Item 25-01: Kittitas County code currently does not allow <br /> schools in the Rural 5 zone. Cle Elum Roslyn School District <br /> owns three parcels(424235, 563034,and 543034)that are <br /> outside of the City Urban Growth Area and are within the <br /> Rural 5 zone.Under current regulations,the school use is <br /> considered non-conforming and cannot expand to accommodate <br /> growth. The proposed development code change would allow the <br /> school district to utilize the land to expand school services and <br /> accommodate school district needs. <br /> Item 25-02 : Kittitas County code does not currently have a <br /> definition for non-accessory storage structures for residential <br /> purposes. The demand for such structures on properties without a <br /> residential structure has increased. Staff are proposing a <br /> definition and allowances within the use tables of Title 17. In <br /> addition to the definition, staff are proposing to add Non- <br /> accessory storage structures to all four of the County allowed use <br /> tables as a permitted use within all non- commercial and non- <br /> industrial zones. The specific proposed changes are indicated in <br /> red. A footnote has been added to the"Urban"land use table to <br /> reflect specific restrictions within the City of Ellensburg Urban <br /> Growth Area due to our Interlocal Agreement. <br /> Item 25-03 : On July 23,2023,HB 1337 became effective in <br /> Washington State. HB 1337 provides new guidance and <br /> requirements associated with the development of Accessory <br /> Dwelling Units(ADU's). The Bill is intended to encourage ADU <br /> development through lowering development standards and <br /> increasing allowances in Cities,Urban Growth Areas,and <br /> LAMIRD's. The Bill requires local jurisdictions to adopt <br /> complying regulations within 6 months of their next Periodic <br /> Comprehensive Plan Update. <br />
