DISCUSSION: <br /> With COG oversight, an Executive Director would be brought on board once the <br /> organizational framework is finalized. COG would be charged with oversight, <br /> accountability, and resourcing of the KCEDP. COG would appoint membership to <br /> KCEDP and hire an Executive Director. The Executive Director would have a <br /> collaborative relationship with the KCEDP and external support partners. <br /> A draft interlocal agreement (Exhibit 2) was brought to COG at their August 20, 2025 <br /> regular meeting. COG members were asked to present this interlocal to their respective <br /> councils for consideration. Proposed timeline below: <br /> • August 20th—Framework and ILA discussion at COG <br /> • August 25th—BOCC review of framework and ILA <br /> • September—Municipalities review and approve ILA <br /> • October 71h—Request for approval of ILA with the BOCC <br /> FISCAL IMPACT: <br /> Financial impacts are being determined for budget needs. <br /> ATTACHMENTS: <br /> Exhibit 1: Partnership Framework for Collaboration <br /> Exhibit 2: Draft Interlocal Agreement <br />
